Here we go again
Does anyone really think that the UPDF troops in Somalia stand a chance to succeed where the U.S., UN and others have failed? Remember Victor Gbeho, the Ghanaian who attempted to lead UNOSOM after the Americans began pulling out? The mission is already off to a very shaky start. Do we expect it to improve? History has show that humanitarian interventions reach their peak of effectiveness at the moment of the incursion and then go rapidly downhill after that.
